Anjouan licences are issued under island legislation by the Anjouan licensing body. Their legal standing is disputed: the Central Bank of the Comoros described the Anjouan Offshore Finance Authority as a fictitious structure in June 2022 and stated in December 2025 that no online gambling licence had been issued. A Guardian investigation published on 19 October 2026 renewed scrutiny.
How we treat Anjouan licences
We record what the operator declares and what the Anjouan register shows, and we classify the result as contested. Independent testing published on 21 October 2026 found the Anjouan validator returning different results for the same domain depending on how it was queried, and dozens of expired licences still marked valid.
Player protection
The licensing body does not handle player complaints. Disputes go to the casino and then to a mediator the casino pays for.
