The Philippine Amusement and Gaming Corporation both regulates and operates gaming in the Philippines. Its domestic online licences (e-games, online bingo, e-sabong successor products) serve players physically in the Philippines aged 21 and over.
Current position
A moratorium on new online gaming licences has applied since March 2024. In August 2026 PAGCOR said it had no plans to lift it and that online licensees had fallen from 74 to 48. Offshore gaming licences (POGO / IGL) are banned.
Affiliate obligations
PAGCOR has fined operators over influencer-led promotions, and the CICC has filed cases against influencers promoting illegal online gambling. Promotion of unlicensed platforms to Philippine residents is a live enforcement priority.
